The Retirement System of the City of Detroit (RSCD) was established to administer the benefits of members and beneficiaries of the System, and to ensure quality management and investment of System assets, while providing superior customer service

The City of Detroit has two distinct and separate retirement systems:
the General Retirement System (GRSD) and the Police and Fire Retirement System (PFRS), both of which are governed by their own individual Board of Trustees. These systems are collectively referred to as the Retirement System of the City of Detroit (RSCD). The legal and fiduciary responsibility for the administration, management, and operation of the retirement systems, and for making effective their provisions, is vested in each retirement system’s Board of Trustees.

RSCD provides services and benefits to approximately 9,000 active members and 20,000 retirees and beneficiaries across both systems’ legacy and hybrid plans as defined by the Plan of Adjustment which governs many elements of operation for RSCD.
